NIFI-9726 Remove duplicate nifi-utils dependencies from graph modules

Description of PR

NIFI-9726 Removes duplicate dependency declarations for nifi-utils from nifi-neo4j-3-cypher-services and nifi-other-graph-services to resolve Maven build warnings.

• Have you ensured that format looks appropriate for the output in which it is rendered?
