Added URL parameter to set the active tab on page load.

Added an active tab URL parameter. An example URL would be:
http://server:11000/oozie/?tab=bundleThis would set the active tab as Bundle Jobs upon page load.
I have not tested this code, so please feel free to fix it if it doesn't work or ignore it completely if it really doesn't work.
