Would love to expedite this release so that the Java binding on Linux ARM64 fix will be available.

@erickguan we should also do a new python release to include all the recent changes (stubs + hdfs service)

also create a new PR #7937 to restore config stubs in python bindings based on recommended approach. would be awesome to include this in this release!
