[DISCUSS] Release Apache OpenDAL 0.58.2

Hello, Apache OpenDAL community,

I would like to start a discussion about releasing Apache OpenDAL 0.58.2.

Changes since Apache OpenDAL 0.58.1:

v0.58.1...main

We also will publish .NET binding again.
And bump reqsign.

Please share any comments on this release plan. After the discussion, we will
update the repository versions and begin preparing the release candidate.
