[ANNOUNCE] Release Apache OpenDAL 0.58.2

Hi all,

The Apache OpenDAL community is pleased to announce the release of
Apache OpenDAL 0.58.2.

Apache OpenDAL provides a unified data access layer for applications,
libraries, and data systems.

Notable changes in this release include:

1. A version bump to object_store_opendal 0.59.0 which implements object_store 0.14 API. The previous release didn't conform to SemVer. We yanked the previous object_store_opendal release.
2. We publish new .NET binding!
