[DISCUSS] Release Apache OpenDAL v0.59.0

Hello, Apache OpenDAL Community,

This is a call for a discussion to release Apache OpenDAL version 0.59.0.

The change list for this release:

v0.58.2...main

We plan to include the following features in this release:

• Support Writer::copy_from: feat(services/s3): support Writer::copy_from #8140
• Support conditional delete for Azure services: feat(services): support conditional delete for Azure services #8142
• Support object restoration for S3: feat(services/s3): support object restoration #8143

The Rust core will be released as opendal 0.59.0. Since
object_store_opendal updates its OpenDAL dependency to 0.59, it will be
released as 0.60.0.

Please leave your comments here about this release plan. We will update the
repository versions and start preparing the release candidate after the
discussion.
