[ANNOUNCE] Release Apache OpenDAL 0.59.0

Hi all,

The Apache OpenDAL community is pleased to announce
that Apache OpenDAL 0.59.0 has been released!

OpenDAL is a data access layer that allows users to easily and efficiently
retrieve data from various storage services in a unified way.

Notable changes in this release include:

1. Rust writers can interleave local writes with source ranges through Writer::copy_from; S3 uses UploadPartCopy for eligible ranges.
2. Azure Blob Storage and Azure Data Lake Storage Gen2 support conditional deletes with if_match.
3. The new restore APIs recover paths or selected historical versions in versioned S3 buckets.
