[DISCUSS] Release Apache OpenDAL 0.59.1

Hello, Apache OpenDAL community,

I would like to release Apache OpenDAL 0.59.1 to fix the missing changelog in the published opendal-core crate (#8222, fixed by #8223). The published 0.59.0 crate cannot compile because its include_str! path refers outside the package.

This release follows the existing package list, with patch bumps for core, bindings, and integrations. It also includes the changes already merged since 0.59.0:

v0.59.0...main

The release preparation verifies that the packaged changelog is a regular file and that opendal-core compiles from the packaged crate. We will prepare an RC for community verification and voting before the official release.
