This is a call for a vote on Apache OpenDAL release candidate
v0.59.1-rc.1, proposed for release as Apache OpenDAL 0.59.1.

This patch release fixes the missing changelog in the published opendal-core crate.

The release covers the 12 source packages in the release list. Their release build gates have completed, and the Maven staging repository is closed. The Dart cross-compilation workflow failed because of a changelog symlink target missing inside its build container; Dart is not part of this source release.

Please download, verify, and test the release candidate. When voting, state
which checks you performed.

The vote will remain open for at least 72 hours and until the release candidate
receives at least three binding +1 votes, with more binding +1 than -1
votes.
