### What changes were proposed in this pull request? This PR aims to use the Google mirror of Maven Central as the primary. ### Why are the changes needed? This will improve performance and stability. Also, Google mirror is ready for ipv6. ### How was this patch tested? Pass the CIs. Closes #1154 from williamhyun/ORC-1199.
