HDDS-14579. Create ozone-runner with JDK8

What changes were proposed in this pull request?

Create a variant of ozone-runner with Java 8 to be used in client compatibility tests.

• Replace JDK with JRE.
• Some of the tools from the full image are omitted (async-profiler, byteman, mountpoint-s3, rclone).

I don't familiar with this Dockerfile -- before this PR, it seems using JDK 21. The PR changes it to use JDK 8. Is it the case? If yes, do we have to support JDK 21?

JDK 21 is supported on master, this PR is targeted at a new branch jdk8. Each image has only one version of Java to avoid bloating it.
