What changes were proposed in this pull request?
Use RpcServer addSuppressedLoggingExceptions to supress ServerNotLeaderException to reduce NotLeaderException on folower node logs.

How was this patch tested?
Manually verified it, now during startup made scm2 as primary SCM, I don't see any NotLeaderException logs logged on SCM1(As client contacts first SCM1 according to config)
