HDDS-6003. Update Ozone master branch version after 1.2.0 release.

What changes were proposed in this pull request?

Update Ozone version to 1.3.0-SNAPSHOT, and set Grand Canyon as the national park tag for 1.3.0. This is the next park in alphabetical order that doesn't have a confusing name (using Glacier Bay after releasing Glacier probably isn't a good idea).

LGTM. Sonar check fails because PR is created from a branch in apache/ozone. Can we please avoid that?

Oops sorry the branch was a mistake. I was working on the release in a separate local repo, and the build required origin to point upstream, where I usually have origin pointing to my fork in my local dev repo. I pushed the branch to origin out of habit and accidentally created the branch here. Same for HDDS-6014 I'll fix them both.

Since git doesn't support updating the source branch had to fix this in a new pr: #2863
