[Feature] Support paimon on scala-2.13

• I searched in the issues and found nothing similar.

Motivation

Spark dropped the support for scala-2.12 since spark-4.

And currently, paimon compile the spark and scala library with hardcoded spark.binary.version, and so scala.binary.version in paimon-spark artifactId.
