[Feature] PyArrowFileIO handling for Google Cloud Storage

Motivation

Use Google Cloud Storage as warehouse / object storage for pypaimon (without JDK dependencies).

Solution

Add scheme gs to PyArrowFileIO, and use pyarrow.fs.GcsFileSystem from the pyarrow package to support GCS.
