Purpose
If overwrite an empty partition, the snapshot will be changed to APPEND, then its files might be upgraded to high level.
But the streaming compact job cannot accept high level files now. This PR support this behavior.
Also add a test for case that overwrite non-empty parititon and compact job cause a conflict.
