Wrong Swagger UI when start multiple Pinot instances in same JVM

E.g. in batch-quickstart.sh, Controller/Broker/Servers Swagger UIs start at port 9000/8000/7500.
However the UIs of those three services only show Pinot Controller's.

Seems that the Swagger Application Registration is static and won't get updated.

Closing — this has been implemented in PR #15707 and PR #15728. Swagger UI redirect issues with multiple instances in JVM have been fixed.
