Python CLI Publication: Make CLI work with Windows

Currently the python cli is not compatible with windows because it hard-coded / as the path separator and thus cause some error when generating CLI in windows. It would be good to fix that and other potential incompatibilities so we could also generate wheels for windows

I am assuming you are referring to lines such as test_dir = CLIENT_DIR / "test". But this is from pathlib operator which I think it should work. I can take this one up later this weekend if no other taker and see if I can get polaris build on windows.

I managed to reproduce it on my Windows machine. Let me raise a PR for it.
