Re-Enable ViewCatalogTests for cloudTests #3174

Some tests have been disabled in #3095, because ViewCatalogTest was depending on @TempDir.
Describe the solution you'd like
apache/iceberg#14653 will allow parameterizing ViewCatalogTests, once Polaris is on a version that has this fix included, we should re-enable these (#3095) tests.
