Minimal reproduce step

1.create pulsar cluster "pulsar-cluster1", there are three nodes ,
2. execute cli commond "./pulsar-admin topics info-internal persistent://public/default/partedTopic
" under "bin" directory of any one node.
3. then always resopnse "Message: HTTP 500 Server Error"

What did you expect to see?

I wanner to search the topic detail info
