Related to #8000

We have a PR #9446 before to fix some related issues, seems #9446 does not cover all cases, so it needs to investigate more details about this issue.

org.apache.pulsar.client.api.PulsarClientException: java.util.concurrent.ExecutionException: java.lang.IllegalStateException: allTopicPartitionsNumber 180 not equals expected: 179
