[workflow] Workflow can't retry separately #13980
Description
In #13675 , refactoring this file having a single yaml file for 'broker group' and using a matrix for the group variable.
Now it cause, pulsar bot retry rerun three job instead of one.
Rerun single job of matrix is on github/roadmap#271. Should we wait this feature or split the yaml to three for now?
