[enh] [broker] Subscriptions properties (PIP-105): support for non durable subscriptions

In PIP-105 we added support for Subscription Properties but we implemented it only for Durable subscriptions.

Describe the solution you'd like
I need the same support for non durable subscriptions, otherwise I cannot leverage PIP-105 (EntryFilter)
