[Broker] Logging in shutdown could not print gracefully

Describe the bug
Logging in shutdown could not print gracefully when broker shutdown.

To Reproduce
Steps to reproduce the behavior:

1. start broker and stop broker few min later.

Expected behavior
A clear and concise description of what you expected to happen.

When shutdown broker, the logging could not print fully, and there can not print if there has some exception in shutting down protocolHandler or another part of PulsarService
