Prometheus in kubernetes need all namespace access control

Describe the bug
Prometheus in kubernetes need all namespace access control, but now access control not enough.

Expected behavior
Prometheus access metrics data success.

Prometheus need list all namespace pod resource and so on in kubernetes, so need add rbac for prometheus pod.
