The log4cxx tool no longer builds

This effects the Dockerfile in pulsar-client-cpp/docker/Dockerfile
Issue 1) The logging-log4cxx that we are building is the master not a tagged version.

Solution:
Part 1) Check out a tag then build

As I dig around more I see that in the packaging Dockerfiles we grab log4cxx from the system's package manager. Why is this Dockerfile special?
