Describe the Bug

i use Rocketmq 5.3.3 version, proxy use CLUSTER mode . i found concurrently consume can auto create %RETRY% topic , but orderly consume can't auto create %RETRY% topic when consume fails time rearch MaxReconsumeTimes

Steps to Reproduce

use proxy cluster mode , consume orderly and setMaxReconsumeTimes when consume fails time rearch MaxReconsumeTimes, won't auto create %RETRY% topic

What Did You Expect to See?

create %RETRY% topic auto

What Did You See Instead?

orderly consume can't auto create %RETRY% topic
