Update CQ minLogicOffset when there is only one expired CQ file left

   The CQ minLogicOffset can't update normally when there is only one expired CQ file left.

• What did you do (The steps to reproduce)?
  After traversing all of the CQ file buffer, update minLogicOffset to the write position.

• What did you expect to see?

• What did you see instead?
