OSM PBF Reader returns incorrect refs values in some relation rows

Hi Sedona team,

I've encountered an issue with the OSM PBF reader when processing data that includes relation elements. In some of the exported rows where kind = 'relation', the refs field contains incorrect IDs. Specifically:

Some refs contain IDs that do not exist in the dataset as either node or way types.
In other cases, the IDs appear to be misreferenced or unrelated to the actual relation members.
This seems to point to a bug in how the PBF reader parses or populates relation member references.
