Geopandas: Implement force_2d

Add support for GeoSeries.force_2d

### Description:

Implements GeoSeries.force_2d, enabling conversion of 3D geometries (with Z coordinates) into 2D geometries by removing the third dimension. This enhancement ensures Sedona’s Python API maintains feature parity with GeoPandas for handling dimensionality reduction in geometries.
