What changes were proposed in this PR?

After this PR is merged we can delete the unneeded label from this page:

https://github.com/apache/sedona/labels

This PR closes #2473

So now our pull request labeler bot will use the same label that dependabot uses.

Minor improvement.

"GitHub Actions workflows do not automatically run on forked repositories by default, especially for the first time. This is a security measure implemented by GitHub to prevent malicious workflows from being executed."

So here we still get the "old" workflow labeler file running adding the old label that we will delete after merging
