[BUG] Shenyu client registration by consul only register 1 metadata

Is there an existing issue for this?

Current Behavior

Start admin and http example, and configure registration by consul. Only 1 metadata (rule) will be registered.

Expected Behavior

All metadata should be registered.

Steps To Reproduce

1. configure admin by consul configuration.
2. configure http example by consul configuration.
3. open localhost:9095 and goto proxy -> divide, and only 1 http API rule exist.

ShenYu version(s):current master branch
