[Feature] Support Infra e2e running on Windows

• I had searched in the issues and found no similar feature requirement.

Description

Right now, we seem to begin to need e2e test running on Windows env, also many students writing SkyWalking on Windows, if we could make our running work, it would be more friendly to new contributors.
The thing may not be only about infra-e2e itself, it relates to tools we use, such as scripts and relative downloads(e.g. jq) in the prepare stage.

Use case

I don't know whether this is possible or reasonable from a tech perspective.
In my mind, we may consider installing the cli, jq, and other tools running in the docker, and also run the verification steps(CLI query and JQ verification), which should be possible on Window
