Support OTEL forwarder, in gRPC format.

Prometheus fetcher is ready, but as a pull model, it is not friendly because SkyWalking mostly are deployed in the cluster mode.

We have several choices

• Use OTEL agent as a forwarder, add a new receiver at the backend.
• Support fetcher in the cluster mode, which make fetcher selecting the targets from full list automatically.
• We build a forwarder.

The OTEL is the easiest way for now. And cluster mode should be added too. A forwarder is a long term thing.
