### What changes were proposed in this pull request? This PR unsets `setuptools` version in CI. This was fixed in the 0.46.1.2+ `setuptools` - pypa/setuptools#2046. `setuptools` 0.46.1.0 and 0.46.1.1 still have this problem. ### Why are the changes needed? To test the latest setuptools out to see if users can actually install and use it. ### Does this PR introduce any user-facing change? No. ### How was this patch tested? Jenkins will test. Closes #28111 from HyukjinKwon/SPARK-31231-revert.
