I compare the failed CI with a green one: the major difference is the version of pytest, but I can not reproduce the failure locally with pytest=7.2.0, not sure whether it can fix the master |

Pin pytest==7.1.3 `pytest-mypy-plugins==1.9.3` depends on `pytest [required: >=6.0.0]`, [pytest 7.2.0](https://pypi.org/project/pytest/) is released just now I guess it breaks the python linter ``` Traceback (most recent call last): File "/usr/local/bin/pytest", line 8, in <module> sys.exit(console_main()) File "/usr/local/lib/python3.9/dist-packages/_pytest/config/__init__.py", line 190, in console_main code = main() File "/usr/local/lib/python3.9/dist-packages/_pytest/config/__init__.py", line 148, in main config = _prepareconfig(args, plugins) ``` No CI, but can not reproduce locally Closes #38390 from zhengruifeng/infra_pin_pytest.
