### What changes were proposed in this pull request? This pr aims upgrade protobuf-java from 3.22.3 to 3.23.2. ### Why are the changes needed? The new version bring some bug fix like: - protocolbuffers/protobuf#11393 / protocolbuffers/protobuf#12023 - protocolbuffers/protobuf#12020 - The full release notes as follows: - https://github.com/protocolbuffers/protobuf/releases/tag/v23.0 - https://github.com/protocolbuffers/protobuf/releases/tag/v23.1 - https://github.com/protocolbuffers/protobuf/releases/tag/v23.2 - protocolbuffers/protobuf@v3.22.3...v3.23.2 ### Does this PR introduce _any_ user-facing change?
