Datasets as separate CRs

Currently datasets are importable via configmaps through PodTemplate.
I wonder about the feasibility to define them via CRs?

@plaes I think this is a great idea. I've been thinking about moving some operations to dedicated CRs, like upgrade/backup/rollback approvals, and I think now is a good time to start considering this. If you feel like working on this, free to open up a GitHub Issue so we can discuss it there (either just import CRs or a more general CR based architecture for other similar operations), and if all looks good we can go ahead with opening PRs.
