Adding a new filter type: "Conditions"

Is there an example of a condition filter, how can I add it?
The filter should allow you to select a comparison operator on the dashboard's filter panel and enter the value by which filtering will be applied to the dashboard charts.

The filter should use the existing operator logic, which is used in the filtering functionality inside graph editing.

List of sample operators:

1. Equal to =
2. Not equal !=
3. Less than <
4. Less than or equal to <=
5. More than >
6. Greater than or equal to >=
7. IN IN
8. Not IN NOT IN
9. How to LIKE
10. Case-insensitive LIKE case insensitive
11. IS NOT null IS NOT NULL
12. Is null IS NULL
