[explore]save data table resizable height and status to localStorage

As a Superset user, after I expand the data table(underneath chart) to view query data/sample data, I would like to keep that status sticky. Currently, after user refresh the Explore page, the data table will be closed by default.

proposed: keep it close by default, make it sticky after user open and refresh
