Cannot run docker-compose while npm version not match

Application requires 16.9.1, docker compose uses tag node:16 which is now 16.15.1 locally fix it at docker compose level with fixed 16.9.1

This is likely fixed by now, and is pretty out of date if not. If people are still encountering this in current versions (3.x) please open a new Issue or a PR to address the problem.
