[WIP] feat: adjust models for Oracle compatibility

SUMMARY

Minor changes to make Superset compatible with Oracle as backing db.

• fixes alembic migrations
• renames 'rows' to 'row_count' in Query model (rows is restricted phrase in Oracle)

  • Migration is atomic, supports rollback & is backwards-compatible
  • Confirm DB migration upgrade and downgrade tested

@mgorsk1 Checking in (like with other aging WIP PRs) to see if there's intent to carry this forward. 🤞 There are a good number of oracle issues so I'm curious if this might address any of them.
