This PR creates federated rightIndex for ROW, COL, and OTHER fed types.
TransformEncode and Bivar fed tests fail, but possibly not because of indexing since e.g. in TransformRecodeFederatedEncodeDecode.dml the results in CP and FED after the indexing are the same.
