Scripts to automate the release artifact creation and publishing

Thanks, @j143, for the scripts. This is good. I appreciate your effort.
Before we merge these in, we need to fix the following:

• Two dry-run setups: 1) deploy locally, and 2) deploy using a SystemDS fork.
• Replace pushd with robust alternatives.
• Simple and minimalist documentation, including the required environment variables and an example set of values of the release inputs. Please don't include Apache project release guideline in this document.
• Log all the maven comments before applying, if not already done.
• A cleanup script to svn delete all those temp-xxxx folders from the apache staging repo.

• Add a script to publish the voted RCs to https://dist.apache.org/repos/dist/release/systemds/ via svn.
