Fixes a bug where instructions were not replaced by FED equivalent instructions, because the correct `CompilerConfig` option was not set.

Fixes a bug where instructions were not replaced by FED equivalent instructions, because the correct `CompilerConfig` option was not set. And remove unnecessary CompilerConfigs Closes apache#1667
