Include LICENSE, NOTICE and DISCLAIMER in docker compose tarball

### Task Summary

Per ASF requirement, released artifacts need to include LICENSE, NOTICE and DISCLAIMER. Currently docker compose tarball doesn't include them. They need to be added in the tarball
