Merging this causes trouble with Docker which will need the python version bumped in the image. Ultimately we should probably move from xenial to bionic and fix a ton of little hacks in the python environment in there. Would also be nice go to sdkman for java environment stuff. Leaving this item open until it can dealt with it properly.
