This PR adds an elaboration of hat and independence principle for project participation. This is a principle that by default applies to all apache projects. See also other reference materials - http://theapacheway.com/hats/ - https://community.apache.org/projectIndependence.html

Hey @tqchen, thanks for clarifying the documentation. I feel it is a well known principle for everyone who was close involved in Apache projects at any point, still, clarifying is always good. Also, I think if the idea is to reach out to more people, perhaps could be a theme for a Community meeting. OTOH, I just wanted to point out that this change was not really a critical change (such as fixing CI for example) to be merged in such a short period of time between a Friday and a Sunday. I guess it is just point for attention for future PRs. |
