[ci] Use sccache and mamba in MacOS/Android builds
e8eebab 
This swaps from conda build to a plain mamba environment which speeds
the setup time from ~15-20 minutes to 2 minutes and enables sccache
which speeds up builds from ~1.5hr to ~5 minutes.
