### What is this PR for? This PR updates our GitHub CI Runners to ubuntu 20.04. In addition, the JDBC interpreter tests have been fixed, as the newer MySQL version supports higher encryption. ### What type of PR is it? - Improvement ### What is the Jira issue? * https://issues.apache.org/jira/browse/ZEPPELIN-5435 ### How should this be tested? * CI ### Questions: * Does the licenses files need update?
